The alarming weight of the Ottawa Protocol

At a ceremony in Ottawa last Monday, Ministers Jason Kenney and John Baird signed the declaration known as the Ottawa Protocol. The Protocol resulted from a conference of parliamentarians from over 40 countries, held in Ottawa last November.
