Nuclear ambitions, Kosovo independence and Venezuela

There was little of direct relevance to Canada in US diplomatic cables released by Wikileaks this past week. However, there were some mentions of over-ambitious non-proliferation goals and a tantalizing line about Canadian soldiers not being interested in governance issues in Afghanistan.
