There was no grand conspiracy against Canada

Over the last few weeks, we have seen much speculation about why Canada lost the vote to become a non-permanent member of the UN Security Council.

Immediately following the stinging defeat, Foreign Affairs Lawrence Cannon placed the blame squarely on Opposition Leader Michael Ignatieff. This view was echoed by the Prime Minister's Office.
