The issue of free trade was largely a non-issue during our recent federal election.

Although it is a semantic argument and therefore of no major importance, herbicides are a kind of pesticide that target plant pests (weeds), just as a fungicide is a pesticide that target mushrooms and molds, insecticides are pesticides that target insects etc. There are many kinds of pests in agriculture, forestry, public health and domestically... and likewise there are just as many kinds of pesticides.
