Haiti has been labelled fragile, failing, failed and collapsed for some two centuries. And with diplomatic relations extending back to the mid 1950s, Canada is one of Haiti's most enduring partners. Indeed, the Canadian government's current financial commitment to Haiti (2006-2012) totals more than $1 billion, making Haiti the largest beneficiary of its development assistance in the Americas.
