Kenney facing off refugees, say advocates

By setting up overseas claimants as more genuine than those who apply in Canada, refugee groups say Mr. Kenney misses the real problem.

Faith-based and community refugee advocates say Citizenship and Immigration Minister Jason Kenney is pitting overseas asylum seekers against those already in Canada, and focusing too much on where their claims are made rather than on their validity.
