New KAIROS proposal to test Oda's defunding explanation

For the past year, CIDA Minister Bev Oda and her staff have insisted that KAIROS was cut as an aid partner because its project proposal did not meet the government's new aid priorities.

Now that statement is about to be tested as the faith-based development group has submitted a new proposal intentionally tailored to reflect those priorities.
