Immigration changes panned as ineffective

Immigration Minister Jason Kenney yesterday downplayed an auditor general's report critical of the government's recent changes to the immigration system. The report said the controversial measures were made without proper analysis and don't appear to be reducing the number of skilled workers trying to immigrate to Canada.

The measures were announced in 2008 in part to reduce a 635,000-applicant backlog...
