Federal leadership needed to fund study-abroad programs

About 60,000 to 70,000 Chinese students are studying in Canadian schools. Tour a university campus and you'll likely meet one or two.

That compares to 2,000 to 6,000 Canadian students studying in China, depending on whom you ask.

That difference, at least 10:1, is not lost on the Chinese.
