Expat voters see many obstacles to being counted

Stephanie Mooney works at Johns Hopkins Bayview Medical Center in Baltimore and is a member of the Washington, DC Area Expat Canadian Meet-up Group. She's one of an estimated 2.8 million Canadians living abroad, around 1 million of them living in the United States. Pursuing a career in medical research, she looked in vain for a fellowship based in Canada, but instead found one down south.
