Experts say gauging the value of different countries' stimulus plans has become a guessing game among the world's top economists.

Under enormous domestic and international pressure to help kick-start the economy, the Conservative government last week delivered what appeared to be, as a percentage of GDP, the second largest stimulus package of all G7 countries.
