Don't underestimate power of bureaucracies

Contrary to explicit direction issued by successive Ministers of National Defence, the Ottawa defence bureaucracy failed to increase the strength of the militia (Army Reserve) to the total number ordered and modified the role of the militia without approval.

For anyone concerned about Canada's defence capabilities, this should be disturbing.
