With little federal help, regions move to cut emissions themselves

But BC, Ontario and Quebec may have to compensate for Alberta and Saskatchewan's emissions growth

On August 6, the heads of Canadian provinces and territories announced the results of their annual Council of the Federation meeting in Winnipeg.

At the top of the agenda was one provincial domain within which they were able to reach a consensus: health care. Down the agenda was another, climate change, within which they could not.

There were rumours that the leaders would consider adopting...
