Despite the near-constant rain since his arrival in Ottawa, Jose Nestor Ureta has found something about the city that reminds him of a previous posting in warmer climes.

"The thing that surprised me is the green colour—it's so brilliant," says the deputy head of the Embassy of Argentina. "It reminds me of Africa, when I was ambassador to Nigeria, the colour of the green."
