Afghan detainee testimony prompts questions about civilian deployments

Revelations that a diplomat charged with monitoring Afghan detainees two years ago became a foreign service officer only days before arriving in Kandahar and had no previous experience with human rights or detecting torture have raised more questions about the mission's conduct.

Some are now asking whether the government intentionally deployed personnel who would be unable to corroborate allegations detainees...
