Democracy promotion centre inching forward

Proposal could cost $30 million to $70 million per year.

Work is slowly moving ahead on a new democracy centre that would see Canadian foreign and development policy move in a new and potentially controversial direction.

However, with the government settling into budget-cutting mode, the minister responsible for developing what some have suggested calling the Canadian Centre for Advancing Democracy isn't making any promises on how fast the institution will be up and running.
