In a corner of the large, elegant ballroom, a number of diplomats have gathered in a circle to discuss the federal election campaign. Suits and ties pressed, earrings and necklaces glittering in the light, they weigh the chances of a Conservative majority, a Liberal comeback, an NDP opposition.

Around them, spouses, businessmen and senior Canadian civil servants mingle, snatching the occasional glass...
