CIDA reforms come under fire

An audit of recent attempts to make Canada's aid agency more effective has found significant problems due to shifting priorities, lack of planning and constant changes at the top that are in fact hurting development efforts. It has also raised questions about the current government's plan to reshape CIDA and aid policy, noting some similarities to past attempts.
