Minister's CIDA Comments Stir Anger

Officials within CIDA, already suffering from low morale, have latched onto comments made by Minister Bev Oda to Embassy last week, describing them as a misrepresentation of the aid agency and demonstrative of either her failure to understand what the organization is doing, or her contempt for it.
