WASHINGTON—Canada should have seen it coming. In the 10 weeks since Barack Obama's short—in hindsight, perfunctory—visit to Ottawa, the "special relationship" has been all downhill. Not only has the intractable and divisive softwood lumber dispute risen like a phoenix, it's as if Obama's cabinet has been instructed to harass, annoy and otherwise goad Canada on issues from large to small.
