Gov't Pushing Back on Black Liquor

But American paper lobby groups appear to have won round one.

International Trade Minister Stockwell Day is stepping up his lobbying efforts in Washington to counter America's black liquor "loophole," which the Canadian paper industry fears could put many Canadian mills out of business.
