'Afghanistan could become Somalia'

State-building guru gives Afghanistan bleak prospects for success.

After successes in places like Kosovo and East Timor, it is at times tempting to think state-building is easy, or even always destined to succeed. But according to Simon Chesterman, this is far from the case in Afghanistan.

An Oxford-educated lawyer who served as the International Crisis Group's man at the UN, Mr. Chesterman is now the director of the New York University School of Law's Singapore Program.
