Canada's Real Foreign Affairs Minister

Who is going to be the next minister of Foreign Affairs? I have no doubt: Stephen Harper. Whoever is going to replace Maxime Bernier at the helm of the Canadian diplomacy will simply be a person who will reflect the views of the real minister of Foreign Affairs, the prime minister.
