Last week in Toronto, the Department of Foreign Affairs and International Trade received the "Code of Silence" award at the fourth Global Investigative Journalism Conference. The dubious prize, a padlock and chain mounted on a plaque, recognized DFAIT as the most secretive government department in Canada.
