Since the late 1980s, Latin American and Caribbean countries have opened up their trade regimes and sought to redefine linkages with the global economy. Alongside unilateral liberalization, regional integration gained impetus, and bilateral trade agreements were negotiated, a strategy which the UN Economic Commission for Latin America and the Caribbean (ECLAC) characterized as open regionalism.
