Canada's Foot Dragging on Human Rights Convention Is Myopic and Uninspiring

Coming as it did on the eve of the Liberal government's controlled-implosion, you're forgiven if you missed last November's memo about Canada's plan for adherence to the American Convention on Human Rights.

If nothing else, the sub-title of the Department of Foreign Affairs document -- "It Is Time to Proceed" -- should remind one that you can't judge a memo by its cover page.
