Consensus proves to be elusive in OAS election

At long last, on May 2, the Organization of American States (OAS) elected a new Secretary General. The position has been vacant since October 2004 when, after only one month in office, Miguel Angel Rodriguez resigned to face corruption charges in his country, Costa Rica.
