Tanzania and Canada compare notes

"Canada's public service is universally recognized as among the best in the world." That might surprise some Canadians, but the bureaucrat who made the claim, Clinton Lawrence-Whyte, had weight behind his boast. He was speaking at a reception for a group of senior Tanzanian officials who have come to Canada for only one reason: to study its civil service.
