A (Consistent) Welcome Mat for U.S. Army Deserters

When Toronto Star columnist Thomas Walkom argued March 26 that Canada should put out the welcome mat for American Army deserters, he took a logical step toward a foreign policy whose proponents would prefer to keep in grey areas.
