As the Blair report is released, CIDA prepares to focus its efforts

The federal government doesn't appear to be sending early warnings to diplomats whose nations could see their aid budgets greatly reduced or eliminated. Last week, International Cooperation Minister Aileen Carroll put a figure to a promise she's been making the past few months, saying the scope of official development assistance will be reduced from 155 countries to between 20 and 30 nations.
