Newly-arrived U.S. Ambassador David Wilkins began his speech at his first Ottawa Independence Day party with a friendly "Bonjour y'all," a salute to his South Carolina roots and to Canada. Any guests who were hoping for a controversial speech were disappointed as Mr. Wilkins was nothing but cordial in describing the beauties of Ottawa and the friendship between the two countries.
