CIDA Journal Could "Censor" Authors?

The editorial policy of a new CIDA journal that allows government officials to refuse submissions was sharply criticized by stakeholders during its launch last month. Academics and non-governmental representatives expressed concern that the publication would never become credible because the text requires final approval by a bevy of bureaucrats.
