Amid uncertainty if the FTAA hemispheric free trade zone is to materialize, Canada and a South American trade bloc are inching forward on a separate, but complementary, arrangement. However, officials close to the discussions are questioning whether a meeting this week in Ottawa was an act of political showmanship or sign of a genuine commitment by Canada to pursue the deal.
