Canada "absolutely" needs a foreign service, said Peter Harder, Deputy Minister of Foreign Affairs, at the Feb. 17 meeting of the Canadian Institute of International Affairs entitled, "Does Canada need a Foreign Service?" He acknowledged that while the department has not responded well to "incremental decline" and is undergoing a period of change, getting rid of the foreign service is not an option.
