At the ninth La Francophonie summit two years ago in Beirut, French President Jacques Chirac made a political statement that gave the 35-year-old organization instant recognition on the world stage. The leader used the 2002 gathering of French-speaking nations in the Middle East to condemn a military strike in Iraq, warning that France would use its UN Security Council veto to enforce its position.
