'More suits on the ground' needed, conference is told

The forthcoming International Policy Review will recommend moving resources around, rather than raise hopes of freeing up additional money for programs related to defence, diplomacy and development, according to the IPR coordinator of Foreign Affairs Canada.

A new expenditure framework will not be identified until next year's federal budget so the IPR aims to sharpen the scope of existing programs...
