Just as no prime minister envisions himself as being "head waiter to the provinces," no senior embassy officer wants to be "concierge" to the agencies operating within the embassy. But that is often the essential function of the Deputy Chief of Mission: serving as the equivalent of a hotel manager to a collection of unruly guests, each of whom has an endless complaint stream.
