It's summer, and the silly season doldrums prevail. The most exciting mix-'n'-match creation of the year (a new federal Cabinet) is over. But with both the U.S. Ambassador in Ottawa (Paul Cellucci) and the Canadian ambassador in Washington (Mike Kergin) departing at almost the same time, the most interesting personnel management game still in play is trying to figure out who will replace them.
